Getting to know the Fumigation Standards in Indonesia

In this article, I will share with you some things related to standard fumigation that is currently in effect.

Matters related to fumigation, among others: 

1. Issuance of a Fumigation Certificate with the registration number AFASID, which is an official government registration and is internationally recognized as valid.

2. The fumigation certificate must be signed by an internationally registered authorized competency technician.

3. Provisions and procedures for implementing fumigation with government standards and applicable international standards, including:

a. Fumigation must be carried out by a fumigation company that has been registered in the Government Program cq. Agricultural Quarantine Agency of the Ministry of Agriculture (has an official government registration number)

b. Containers or commodities to be fumigated must be clean, free from contamination by pests and other nuisance organisms, soil or mud and other impurities.

c. Fumigation using a container, the container must be unloaded from the vehicle chassis, because fumigation must use a cup or cover sheet, as well as other applicable standard equipment, specifically for export containers, fumigation must be carried out at a fumigation depot that has obtained a recommendation from the Agricultural Quarantine Agency.

d. Several requirements for fumigation depots that must receive recommendations from the government are: tight and flat floors, safe from human traffic, avoiding possible reinvestment of pests/diseases/other nuisance organisms.

e. The fumigant (drug/pesticide) used is Methyl Bromide (Ch3Br) with a commonly used dose of 48 grams/m3/24 hours. If there is an increase or decrease in dosage, a fee will be charged according to the addition/decrease in the number of drugs used.

f. The effective fumigation process takes at least 1 x 24 hours.

g. The quality of the results is guaranteed, reducing the risk of re-fumigation (or claims) from the destination country.

h. Notification or fumigation orders must be submitted no later than 24 hours before closing the ship.

i. Fumigation can be done for other purposes such as packaging wood or commodities. For commodities in warehouses, fumigation is also required to use a cup or cover sheet.

j. Fumigation storage or depots, factory/warehouse locations, or loading docks, must be clean and free from various pests and other nuisance organisms, especially for fumigation outside the container (such as in a warehouse), it must be carried out in a place or location that is protected from heat and rain, clean conditions, and away from the traffic of people.

k. Containers or commodities that have been fumigated must be placed separately from other containers or commodities that have not been fumigated to prevent re-contamination while in the place of accumulation/storage.

l. Commodities that have been fumigated are advised not to stay too long in storage, to minimize the possibility of re-contamination. In this case, if the storage exceeds the fumigant resistance limit (21 days), then refumigation must be carried out.

m. The fumigation dose varies depending on the type of commodity being fumigated or on the requirements of the destination country.

4. Tariffs / fees for fumigation are divided into several categories, according to the procedure and location of the fumigation to be carried out. 

Several categories and criteria for setting the tariff are:

a. Fumigation in containers that is carried out in a designated container depot. The position of the container is placed on an impermeable floor (lowered from the vehicle chassis). For this type of fumigation, the imposition of fumigation rates includes:

  • Depo container rental fees.
  • Elevator on/off while at the depot container.

b. LCL fumigation or fumigation carried out outside the container (before stuffing). For this type of fumigation, it can be done at a factory or other mutually agreed location. The fumigation fee rate is calculated based on the volume of the fumigated commodity.
